political democracy VS budget democracy
Democracy in politics is political democracy. As such democracy in budget is budget democarcy. There are variety versions for politics. Democracy is just a mode of political operation ensuring social welfare since democracy represents people and their rights. When a minority highjacks the intrests of people at the very cost of people there also we can see politics. Politics in its absolute sense does not ensure democarcy. Politics is a social game for private interest in a capitalist society. When politics become a social game for common interest there is said to have socialism.
A budget is the monetary reflexion of social system. Indian system promotes corporate politics or the system is corporates sponsored the main beneficiary of this system will be corporates. Accordingly our budget turns to be a corporate budget. Who is contributing more to the econmy is a factor deciding the allocation of fund and project. In a federal system all the states have equal rights and claims .
A BUDGET IS A MORETARY STATEMENT OF Projected income and Projected expenditure of an economy for a given period of time . It is a tool of governance implemented by a government. It is a way of financial managment of a government. Budget is financial planning, planning the income and corresponding expenditure for the sake of smooth development of a state considering the welfare of people. When the budget stands for the welfare of the society as a whole it is said to be a demoractic budget.
